Indian Stew

1 lb. ground beef
1 large onion, chopped
2 Tbs. chopped bell pepper
1 - 15 oz. can corn, drained
2 Tbs. sugar
1 - 15 oz. can tomatoes
1 can tomato soup
1/2 can water
2 Tbs. all-purpose flour

Brown beef, pepper and onion together.  Drain.  Add flour and stir well.  Add sugar, corn, tomatoes which have been blended in a blender, soup, and water.  Cover and simmer for 35 - 40 minutes, stirring occasionally.  Add salt and pepper to taste.
